Key results of the programme
The programme is aimed at developing a scientific-methodological and digital framework for the higher education quality assurance system in the Republic of Kazakhstan, taking into account international standards, labour-market requirements, and the objectives of digital transformation.

Results in 2024
In 2024, the first stage of the programme was implemented. This stage focused on providing a comprehensive scientific and methodological justification for the development of the higher education quality assurance system, including the assessment and development of its institutional foundations.
Based on the results of the first stage of the research in 2024, scientific articles were prepared and published addressing the following areas:
- the results of an analysis of international and national quality assurance practices;
- institutional and regulatory aspects of the quality assurance system;
- methodological approaches to the assessment of educational activities.
The publications were published in peer-reviewed academic journals, including those recommended by the Committee for Quality Assurance in Science and Higher Education, as well as in international scientific citation databases.
An analysis of Kazakhstani and international practices in higher education quality assurance was conducted
An analysis of regulatory and institutional aspects of the higher education quality assurance system was conducted
Necessary and minimum requirements for the activities of higher and (or) postgraduate education institutions ensuring the quality of higher education were identified
Methodological foundations for defining “next-generation” qualification requirements aimed at establishing a competitive higher education system were developed

In 2025, the second stage of the program was implemented, aimed at improving the system for training scientific personnel and modernizing mechanisms for awarding academic degrees based on a comprehensive analysis of international and national practices.
Based on the outcomes of the second stage of the research in 2025, scientific articles were prepared and published, reflecting:
- the results of an analysis of next-generation qualification standards and the potential for adapting international experience within Kazakhstan’s higher education system;
- institutional and managerial aspects of the development of the higher education system, including issues of strategic management, human resource capacity building, and enhancement of research performance;
- methodological approaches to assessing publication activity, innovation performance, and the effectiveness of education policy.
The publications were presented in peer-reviewed scientific journals indexed in the international citation database Scopus, as well as in journals recommended by the Committee for Quality Assurance in Science and Higher Education (CQASHE).
An analysis of current trends in the training of scientific personnel and models for awarding academic degrees was conducted
Recommendations were developed to modernize the doctoral training model to strengthen human resource capacity in higher education and science
Scientometric indicators and requirements for awarding academic degrees were developed
A draft model of doctoral training was developed, covering admission, coursework, research activities, dissertation defense, implementation of research results (postdoctoral stage), and the feasibility of introducing habilitation

In 2026, the third stage of the programme was implemented. This stage was aimed at developing digital and automated mechanisms for ensuring and monitoring the quality of higher education through the integration of analytical, information, and management solutions.
Based on the results of the third stage of the research in 2026, scientific articles were prepared and published addressing the following areas:
- conceptual and methodological foundations for the automation of quality assurance and monitoring processes in higher education;
- digital solutions and analytical tools to support managerial decision-making in the higher education system;
- approaches to the development and use of automated information and analytical systems for assessing research performance and ranking academic journals.
The publications were published in peer-reviewed academic journals indexed in the international scientific citation database Scopus, as well as in journals recommended by the Committee for Quality Assurance in Science and Higher Education.
