Modernisation of the higher education quality assurance system in Kazakhstan through digitalisation: development of approaches, mechanisms, and an information framework
The programme is aimed at developing a scientific-methodological and digital framework for the higher education quality assurance system in the Republic of Kazakhstan, taking into account international standards, labour-market requirements, and the objectives of digital transformation.
About the programme
The programme focuses on the modernisation of the higher education quality assurance system through the use of digital technologies and evidence-based analytics. Its core priorities include institutional quality assurance mechanisms and infrastructure, next-generation qualification requirements, regulatory improvement, and the enhancement of research performance.
A key practical outcome of the programme is the development and piloting of an automated information and analytical system for ranking academic journals, as well as the formulation of recommendations for the development of doctoral education and the model of awarding academic degrees.
Areas of work
International standards and best practices in quality assurance
We systematise global approaches to higher education quality assurance, analyse accreditation models, internal and external QA mechanisms, as well as practices of transparency and accountability. On this basis, we formulate applicable recommendations for Kazakhstan.
Next-generation qualification requirements
We develop the methodological foundations of new qualification requirements, focusing on competencies, alignment with labour-market needs, measurability of learning outcomes, and the quality of the educational environment. The outcome is a clear and coherent framework of requirements for universities and academic programmes.
Institutional and regulatory modernisation
We analyse existing regulations and institutional barriers and propose improvements to the quality assurance infrastructure, including procedures, roles, standards, accountability, and control. The recommendations are aimed at ensuring sustainability, comparability, and digitalisation of processes.
Training of research personnel and awarding of degrees
We conduct a comprehensive analysis of the research training system and propose an effective model for awarding academic degrees. The focus is on research quality, transparent criteria, performance metrics, and clear academic career pathways.
Digital analytics and ranking of academic journals
We design and implement an automated platform that aggregates data, calculates indicators, and produces transparent rankings of academic journals. The solution enhances trust in the publication ecosystem and supports evidence-based research policy management.
Automated information system for ranking academic journals
A unified information and analytical system for collecting and processing data on academic journals, calculating metrics, and generating a clear and transparent ranking. The platform supports transparency of criteria, reduces subjectivity, and helps universities and researchers navigate journal quality.
Quality model for research and doctoral education
A comprehensive approach to improving research performance and researcher training, including quality criteria, measurable indicators, digital monitoring, and recommendations for improving the academic degree awarding model. The focus is on fair rules, comparability of results, and incentives for high-quality research.
